Night Letters

On a mission today with our ANSF counterparts, we discovered that local insurgents posted a night letter in a mosque immeadiately adjacent to the base, warning all residents that anyone caught with a cellphone in the area would be treated as a spy for the government.  As soon as we returned to the base, I also learned that similar letters have been posted throughout the district. 

On a positive note, locals told us of the letter- but only after I personally spoke with a village elder in sufficient detail about their irrigiation systems to convey I genuinely shared his concerns. 

Getting ready to turn in for the night here, I wonder what is happening out there as I write- and how can our security forces be present in that town to deter more letters, and even more so, the threats behind them?
